A problem with a gem using a different user environment

I'm using the root user to install the twitter text package, but other users can't use them ( other packages can be used ), and I'm trying to install the package separately with this account, but I'm always prompted:

ERROR: Could not find a valid gem 'devise' (>= 0) in any repository
ERROR: While executing gem.. . (Gem::RemoteFetcher::FetchError)
 too many connection resets (http://production.s3.rubygems.org/latest_specs.4.8.gz)

And then I tried the root account and tried to install it correctly, and there was a problem with the students.
